吨标准煤， 同比下降3.21%。
2、GDP产业结构变化，服务业比重上升，从而为GDP能耗下降
提供空间。三次产业中，一般第二产业（主要是工业）单位增加值能
耗要大于第一、第三产业。如果第 三产业尤其是现代服务业占GDP的
比重提高，在其他条件不变的情况下，单位GDP能耗下降。
3、工业内部结构优化升级。在工业内部耗能高度集中在煤炭、化
工、石化、建材、冶金、 电力等行业。如果通过产业结构调整，使轻
工业、高新技术产业在整个工业中的比重上升，单位GDP能 耗和单位
工业增加值能源下降。2006年，在我省工业39个大类行业中，电力、
建材、冶金 、化工、纺织、造纸、石化、有色、汽车等九大行业能源
消费量达6839.32万吨（等价值），占全 部工业消费量的90.1%，占
全社会能源消费总量的63.3%。随着高耗能行业能耗比重相对下降，
消费品种结构改善，可实现能源的节约。
（二）从能源核算角度看，着力于回收利用与节能替代节能。

改造和节能管理。今后应选择“燃煤工业锅炉（窑炉）改造工程”、“余
热余 压利用工程”和“绿色照明工程”重点扎实推进。燃煤工业锅炉（窑
炉）改造既可节能又可减排，余热余 压利用可以在创造产值的同时抵
扣能源消费量，绿色照明可有效缓解全省快速增长的电力消费。
2、加强电力消费管理。2006年全省电力消费量中，工业电力消
费占到70.5%；要 遏制工业用电中高耗电行业的增长势头，对高耗电
行业、高耗电产品的准入和运行进行严格控制和严密监 管。
