hering in the new, via China Radio Interna
tional, China National Radio and China Ce
ntral Television, I am delighted to extend

groups, to compatriots in Hong Kong and
Macao Special Administrative Regions and

胜利实现“十一五”规划确定的 目标任务，经济实力和综合国力进一步增强。中国加强同各国
的友好合作，积极参与应对国际金融危机、 气候变化、核安全等问题的国际合作，发挥建设
性作用，为促进世界和平与发展作出了新的贡献。
The year of 2010 has been a very unusual and
uncommon one for the Chinese people. Facing
difficult domestic and international situat
ions, Chinese people of all ethnic groups un
ited in one heart and one mind, with perseve
rance, successfully dealt with the disasters
brought about by the Yushu earthquake in Qi
nghai Province and the Zhouqu mudslide in Ga
nsu Province. We successfully held Shanghai
World Expo and Guangzhou Asian Games. We mai
ntained a stable and relatively fast economi
c growth, and successfully completed the goa
ls set up in the 11th Five- Year Plan for Eco
nomic and Social Development. The living sta
ndard of the Chinese people has been further
improved. The economic strength and the ove
rall national strength have been further str
engthened. The Chinese people conducted frie
ndly exchanges and pragmatic cooperation wit
h the rest of the world, actively participat

ed in efforts by the international community
to deal with the global financial crisis, c
limate change, and nuclear safety, and made
further contributions to world peace and dev
elopment.

The year 2011 marks the beginning of China's implementation of the 12th Five-Year
Plan for Economic and Social Development. In the upcoming year, we will unswervi

At present, the world is moving further towards multi-polarity and globalization while
the innovation of science an technology is brewing new breakthroughs. But, at the
same time, the recovery of world economy is still facing many hardships; global is
sues such as climate change, energy, resources, food and public sanitary security ar
e prominent; and international and regional hot spots are popping up. World peace
and development face grave challenges. To strengthen global cooperation and meet
the challenges in a joint way is to the best interest of the people of all countries.
I would like to take this opportunity to reaffirm that China will uphold the banner
of peace, development and cooperation and adhere to an independent and peaceful
foreign policy. We will unswervingly take the road of peaceful development and im
plement a strategy of opening up for mutual benefit and win-win situation, actively
develop friendly cooperation with all countries on the basis of the Five Principles of
Peaceful Coexistence, actively participate in efforts by the international community to
deal with the global issues, and strive to build a harmonious world with lasting pe
ace and common prosperity.

At this moment on this planet we inhabit, there are still people who are suffering t
he effects of war, poverty, sickness and natural disasters. The Chinese people have

1、空穴来风。空穴是来风的条件，既能来风，必有空穴，指传闻有一定根据 。经常被误用
来表示毫无根据的事情。
【出处】：战国?楚?宋玉《风赋》：臣闻于师：枳句来巢，空穴来风。

2、七月流 火。指天气逐渐凉爽起来。七月流火是说在夏历七月，天气渐渐转凉，每
当黄昏的时候，可以看见大火星 从西方落下去。现在常被误用来形容七月的天气十分炎热，
闹出望文生义的笑话。
【出处】：七月流火语出《诗经?国风?豳风》七月流火，九月授衣。

3、美轮美奂。只能形容房屋高大美丽。可近年来报纸电视上凡形容美好事物皆用此语，
大错特错了。
【出处】：《礼记?檀弓下》：晋献文子成室，晋大夫发焉。张老曰：美哉*焉，美哉
奂焉 。歌于斯，哭于斯，聚国族于斯!

4、目无全牛。比喻技术熟练到了得心应手、极度纯熟的境地。易误作缺乏整体观念。
【出处】： 先秦?庄周《庄子?养生说》：始臣之解牛之时，所见无非牛者;三年之后，
未尝见全牛也。

5.首鼠两端。意思是迟疑不决，拿不定主意。经常被误用来形容一个人言行前后不一致。
【出处】：西汉?司马迁《史记?魏其武安侯列传》：武安已罢朝，出止车门，召韩御史
大 夫载，怒曰：与长儒共一老秃翁，何为首鼠两端。

6.首当其冲。比喻最先受到攻击或遭遇灾害。经常被误用为冲锋在前。
【出处】：《汉书?五行志下》：郑当其冲，不能修德。

7、望其项背。能够望见别 人的颈项和背脊，表示赶得上或比得上(多用于否定式：如难
以望其项背、不能望其项背等)。现在不少 人用只能望其项背表示赶不上，这是错误的。
【出处】：清?汪琬《与周处士书》：言论之超卓雄 伟，真有与诗书六艺相表里者，非
后世能文章家所得望其肩项也。

8、差强人意。意思是大体上使人满意。经常被误用为不能使人满意。

【出处】：《后汉书?吴汉传》：帝时遣人观大司马何为，还言方修战攻之具，乃叹曰：
吴 公差强人意，隐若一敌国矣。

9、鬼斧神工。形容建筑、雕塑等技艺精巧、技巧高超 ，象是鬼神制作出来的，不是人
力所能达到的。常被误用来形容壮观的自然景物。
【出处】：清?屈大均《端州访研歌和诸公》：年来岩底采无余，鬼斧神工多得髓。

10、始作俑者。比喻第一个做某项坏事的人或某种恶劣风气的创始人。现在常被误用
为第一个做某一件 事或某一项任务的人。
【出处】：《孟子?梁惠王上》：仲尼曰：始作俑者，其无后乎。

11、炙手可热。比喻权势大，气焰盛，使人不敢接近。经常被误用来形容一切吃香
的事物 ，完全背离其本义。
【出处】：唐?杜甫《丽人行》：炙手可热势绝伦，慎莫近前丞相嗔。

12、一言九 鼎。九鼎：古代国家的宝器，相传为夏禹所铸。一句话抵得上九鼎重。比
喻说话有份量，能起很大作用。 经常被误用来表示守信用。
【出处】：司马迁《史记?平原君列传》：毛先生一至楚而使赵重于九 鼎大吕。毛先生
以三寸之舌，强于百万之师。胜不敢复相士。

13、不足为训。意思是不值得作为典范或法则。现在常被误用来表示不值得教训某人。
【出处】：明?胡应麟《诗薮》：君诗如风螭巨鲸，步骤虽奇，不足为训。此词与教训
无

14、万人空巷。并不是指街上空无一人，而是说人们都从巷子里出来来到大街上，街
上人 山人海，兄容欢迎、庆祝等盛况。现在常被误用来表示街上空无一人。
【出处】：宋?苏轼《八月十七复登望海楼》诗：赖有明朝看潮在，万人空巷斗新妆。


15、久假不归。假，借用;归，归还。长期的借用不归还。现在常被误用来表示长期请
假不回来工作。
【出处】：《孟子?尽心上》：久假而不归，恶知其非有也?

16、奉为圭臬。圭臬，比喻事物的准则。把某些事物、言论奉为准则。现在常被误 用
来表示将某人奉为某领域的创始人或先行者。
【出处】：清?钱大昕《六书音韵表序》 ：此书出，将使海内说经之家奉为圭皋，而因
文字音声以求训诂古义之兴有日矣，讵独以存古音布局哉。

17、百身何赎。意思为自身死一百次也换不过来。比喻对死者极其沉痛的哀悼。现 在
常被误用来死一百个人也不足以换得死者。
【出处】：《诗经?秦风?黄鸟》：如可赎兮，人百其身。

18、石破天惊。比喻文章议论新奇惊人。现在常被误用来形容各种惊人消息。
【出处】:唐 李贺诗《李凭箜篌引》：女娲炼石补天处，石破天惊逗秋雨。

19、不孚众望。孚： 信服。不能使大家信服，未符合大家的期望。贬义。现在常被误
用来形容不辜负大家的期望。

20、方兴未艾。方，正在;兴，兴起;艾，停止。事物正在发展，没有停止。多形容形势
或事物正在蓬勃发展。现在常被误用来表示事物刚刚兴起远未形成气候。
【出处】：宋?陈亮《戊 申再上孝宗皇帝书》：天下非有豪猾不可制之奸，虏人非有方
兴未艾之势，而何必用此哉！
