三、本级人民代表大会主席团和代表十人以上联名 都可
以提出候选人。代表联名，可以在本代表团内联名，也可以
和其它代表团的代表联名。十人 以上代表联合提名候选人
时，应充分尊重代表个人意见，任何人不得以任何形式强求
他人签名， 也不得对同一被提名者重复参加联名；如果被提
名人同意撤回提名，其所提候选人即可不列入候选人名单 ；
如果被提名者本人表示不愿意被提名的，应当尊重本人意
愿；如果提名人不同意撤回提名，则 仍应将其所提候选人列
入候选人名单，同时向代表说明本人不愿被提名，请代表考
虑。对不符合 程序的提名，大会主席团不予受理，提名推荐
候选人的截止时间为第三次主席团会议之前。

实行差额选举，如果提名的候选人只有一人，也可以等额选
举。
五、镇人 大主席团主席候选人和人大主席团成员候选人
必须是本届人民代表大会代表，镇人民政府镇长候选人、副
镇长候选人不限于本届人民代表大会代表。
六、大会主席团应实事求是地介绍候选人的基本情 况，
其它任何单位和个人不得印发、传送有关候选人的各种材
料，否则，应视为违法。
七、大会采取无记名投票的方式，差额选举。选举镇人
大主席团主席（1号选票）、镇人民政府镇长（ 2号选票）、
副镇长（3号选票）、人大主席团成员（4号选票）。选举采
取1次发票，1次投 票，分别计票。选举设1个票箱。
八、参加选举大会的代表必须超过全体代表的半数，才
能进 行选举。候选人获得全体代表过半数的赞成票始得当
选。获得过半数赞成票的候选人，超过应选名额时， 以得票
多的当选。如果遇票数相等不能确定当选人时，应当是对票
数相等的候选人重新投票。选 举结果不足应选名额时，是否
进行第二次选举，由大会主席团研究决定。
九、选举大会设总监 票1名，监票2名，总计票1名，
计票2名。总监票、监票必须是本届人民代表大会代表。计
票 人员由大会主席团决定。监票人员在大会主席团的领导
下，对发票、投票、计票进行监督，所有在本次大 会被提名
为候选人的，不得担任监票和计票人。

对票，可以投弃权票，也可另选他人。赞成的在候选人姓名
下边的空格内画“Ｏ”； 反对的在候选人姓名下边的空格内画
“×；弃权的在候选人姓名下边的空格内画“—”；若另选他人，”
必须在反对的候选人姓名下边的空格内画“×，然后写上另选”
他人的姓名，其下边的空格内也 内画“Ｏ”，每张选票所选的人
数等于或少于应选人数的为有效票，多于应选人数或符号不
清无 法辩认的为废票。
画写选票时，符号要准确，字迹要清晰，如遇选票画错，
可向监票人提出， 由大会主席团常务主席批准，可以换发选
票。代表不能画写选票的，可以委托其他代表代画，被委托人必须按委托人的意愿画写。
十一、投票结束后，当场启封票箱清点票数，由大会主
席团 常务主席宣布本次投票是否有效。投票张数等于或少于
实发张数，本次投票有效；多于实发张数，本次投 票无效，
应重新选举。
十二、计票完毕，经总监票、总计票审查签名后，由总
监票向 大会主席团报告选举结果，由大会主席团常务主席向
全体代表宣布当选结果，然后由大会主席团以公告形 式予以
公布。
十三、为保障代表自由行使选举权和被选举权，对违犯
《选举法》第五 十二条规定和本选举办法者，视其情节轻重，
依法给予行政处分或刑事处分。
十四、本办法经全体代表大会通过后生效，如有未尽事
宜或遇到特殊情况，由大会主席团决定处理。
