强了政府部门的监管职责。该草案规定：只有经过风险评估证明安全可靠、技术上 确有必要
的食品添加剂，才能被列入允许使用的范围。本周四该草案已被提交给全国人大常委会第五次会议进行三审。
那么什么是食品添加剂呢？食品添加剂是指食品健康当中，为了改变食物的现状 ，需要
添加的一些可以食用的成分。比如有的时候需要添加香味，有的时候需要改变颜色，有的时
候需要改变形状。添加食品添加剂是世界通用的做法。只要符合标准，在严格规定的使用范
围内来添加 ，是没有任何危害的。
Additive 在这里意思就是“添加剂”。如 chemical additive 就是指“化学添加
剂”，flavor additive 为“香味添加剂”。
除此之外，它还可以做形容词，表示“附加的”，如：additive samples（附加样本）；
additive information（补充报告）等。

我们平时在食品外包装上经常看到 This food is guaranteed additive free.
（该食品保证不含添加剂）。这句话还可以这样说：
The manufacturer officially promises that it contains no additives.
