accused of wrong doing. They

their influence, or they

activities. Such misuse of power is known as corruption.


Five years ago, a group began to ask business people and others how corrupt they consider


the different governments around the world. The group is called Transparency International. It is


based

in

Berlin.

It

uses

the

information

gathered

to

produce

a

yearly

list

called

the

Corruption


Perceptions Index. This list rates countries by how corrupt they seem. The most recent one came


out

in

October.

Transparency

International

used

the

results

of

seventeen

studies

to

produce

it.


Ninety-nine countries are on the list. Those seen as least corrupt include Denmark, Finland, New


Zealand and Sweden.


Transparency

is

a

word

commonly

used

by

those

involved

in

the

fight

against

corruption.


Something transparent, like window glass, permits light to pass through unrestricted. The idea of a


government operating transparently suggests that wrong doing would be difficult to hide. It means


that

activities

are

carried

out

in

the

open,

clear

for

all

to

see.

Peter

Eigen

started

Transparency


International with Frank V

ogel in 1993. They met at the World Bank, where they both worked, and


which

now

has

joint

efforts

for

honest

government.

Transparency

International

says

corruption


damages

a

country?s

development.

It

says

corruption

reduces

growth

and

scares

away

foreign


investment. And it says corruption puts loans and aid into projects that only help the corruption


decision-makers themselves.
