某国能源监管优化项目实践、经验及其启示

摘

要：

监管优化作为 监管改革发展的新阶段日益在国际监管领域获得共识，

逐步成为新的治理

工具选择。为确保能源安全和低碳发展，某国在能源领域开展了监管优化项目，通过精简行政规章、

加强监管影响评估等手段，逐步形成了监管优化文化。积极借鉴某国能源监管优化经验，有助于我

国进一步完善能源监管体系，保障能源可持续发展。

Abstract:

Better Regulatory is a new stage of regulatory reforms and there are consensuses

among international regulatory areas. It has gradually become the new governance tool. To ensure

energy security and low carbon development in energy sector, British government started a project

called

better

regulation,

which

by

means

of

simplifying

administrative

rules,

strengthening

the

impact assessment of regulation, gradually formed the style of better regulatory culture. It can help

to

improve

Chinese

energy

regulation

system,

ensure

the

sustainable

development

the

energy

sector as positively inspired by British better regulation experience in energy sector.

世界各国经历了强化监管、放松监管、适度监管的循环，这不 是简单的概念转换，

而是时代发展赋予监管主体与时俱进的责任。为摆脱能源领域长期监 管无效局面，减

少民众批评，某国政府要求能源监管机构在能源政策与监管框架的共同作 用下保证能

源安全与多样性发展，保障能源供需平衡和协调发展。
